Sir:

In our last telephone conversation you showed great interest in learning the foundations of our social structure, and you set out to me a series of supposed “basic deficiencies” that you believe you can detect in it as a STATE UNDER THE RULE OF LAW, using this expression very much in vogue among Earthly writers on International Law.

I am going to set out in summary our model of AYUYISAA (STATE or POLITICAL STRUCTURING OF OUR SOCIAL NETWORK) in an attempt to clear away for you a series of misunderstandings and errors of appreciation.

I leave unanswered (for reasons of keeping the text short) your other questions concerning the prison regimes for those you call offenders against the security of the state, and your questions about our diet, which, moreover, have been outlined to other brothers of yours on this Planet.

In the first place I invite you to reflect before anathematizing a social structure by fitting it into a stereotyped mould that you yourself have forged mentally. In order to deny or affirm the “legality” of a political regime, it is necessary to move within these three basic assumptions.

1st   The fundamental and basic rights of the OEMII (Man) are one thing, and THE KNOWLEDGE THAT EXPERTS in the Philosophy of Law PRESENTLY HAVE OF THEM is another (The research of the philosophers of the Earth is in full evolution, and many concepts are still in an embryonic state)

2nd   Although these basic juridical postulates have been unravelled to different degrees by specialists of other Civilizations settled on as many OYAA (COLD STARS), their formulation shows a declarative polymorphism peculiar to each of the inhabited Planets known to us.

3rd   A FORM OF GOVERNMENT OR AN AYUYISAA (STATE) cannot be considered unethical, that is, not in conformity with the juridical formulations of NATURAL LAW or even with a particular or conventional Moral code, without first carefully analysing and studying its whole structural machinery.

We consider that you in particular have not taken this last postulate into account and have rushed blithely to judge us without our having had the opportunity to give you sufficient data to understand our complex Social Network. Lacking such information, You, as an expert in Social Sciences and a man who is in contact with American Universities more than with those of your own country, should not have developed a criticism lacking in coherence.

Let us look at your first accusation. You told us on the telephone:

..”Your UMMOAELEWE does not seem to present the typical features of a “STATE UNDER THE RULE OF LAW” Such as the one we know on this Planet Earth of ours. I would rather classify it as a Technocracy with a marked Dictatorial or Totalitarian tinge”.....

Mr Campo: For us it is not without a certain ironic tinge that an Earthly citizen of the Country Spain should accuse the State Regime of another Planet of being Totalitarian. But we shall try to satisfy your objections.

First of all, we are surprised that you yourself, despite your university education acquired in a Country other than your own, seem unaware of the different nuances of the three forms of the STATE UNDER THE RULE OF LAW analysed by the Jurists of the Planet Earth. It is possible that, owing to the special present-day circumstances of your Country, the Bibliography of Political Law analysing such LEGAL forms of the State is censored, but you could have turned to reliable sources in other countries to inform yourself.

We shall remind you that the jurists of your own Star distinguish three modalities of the STATE UNDER THE RULE OF LAW.

LIBERAL STATE UNDER THE RULE OF LAW.

SOCIAL STATE UNDER THE RULE OF LAW.

DEMOCRATIC STATE UNDER THE RULE OF LAW or STATE OF JUSTICE.

WE THEREFORE BELIEVE THAT YOU MAKE A SERIOUS MISTAKE IN using the term “ORGANIC STATE UNDER THE RULE OF LAW” [“ESTADO ORGÁNICO DE DERECHO”], an Expression which, as far as we know, does not exist in International Juridical Documentation. This is logical if you appreciate the contradiction resulting from merging the two Words.

“ORGANIC”                       “RULE OF LAW”

as contradictory as if you were to express this grammatical connection: “NOCTURNAL DAY”. For the term “ORGANIC” is applied historically and Juridically to certain TOTALITARIAN STATES (See our appendix whereas the Title “UNDER THE RULE OF LAW” is assigned SOLELY AND EXCLUSIVELY to states that respect the BASIC RIGHTS OF MAN set down in the Charter of the United Nations of the Earth, the SECOND Vatican Council of the Catholic Church of Rome, etc., such as the Right to Freedom of Thought and Expression, the Right to Freedom of Assembly and association, etc. SEE APPENDIX Number ), without which requirements a State is considered illegitimate and immoral.

Now then: Is our AYUYISAA of the Planet UMMO a STATE UNDER THE RULE OF LAW as you OEMII of the Earth define it?

We wish to make a digression, Mr Campo, to remind you of the great difficulties that arise when we try to use the standards of the Planet Earth by adapting them to ours. We maintain contacts with various OEMII of Earth, Theologians, Physicists, Biologists, Jurists, Engineers, Sociologists, etc., and we always come up against serious problems of communication. Indeed, when it is a matter of translating, for example, Earthly Units of physical magnitudes (Acceleration, Reluctance, Viscosity, etc.), there is no difficulty at all, since the conversion factor is a simple figure followed by decimals. Thus one UDIXAA (Unit of electrostatic charge) is equivalent to 0.61446 microcoulombs)

Serious obstacles to communication begin to arise when we try to obtain versions in French, English, Spanish, etc., of words used on UMMO which turn out to be untranslatable unless accompanied by a prior explanation.

For example:

ANNOIUXII OII    A voluptuous sensation that we OEMII of UMMO experience when we are subjected to an acceleration (This sensation is of an erogenous type).

but where the barriers to the free flow of Information prove almost insurmountable and hinder your understanding of our culture is in the field of LOGIC (We use two types of logic: a Bivalent one like that of Earth, and a Tetravalent one). See our APPENDIX Number  ). This is serious, since in the light of Tetravalent Logic, postulates validly accepted by the Philosophy of Law acquire new dimensions, facets and even apparent contradictions which will seem paradoxical to you if you transfer their formulation to the philosophical context familiar to Earthmen.

But we are not going to demand that you study TETRAVALENT LOGIC, or our PHILOSOPHY, or our JURISPRUDENCE (as you call it), that is: our UAA (LAWS).

That is why we are going to accept the game of judging our own SOCIAL NETWORK in the light of the philosophical, social, juridical and ethical principles of the Earth, although this will be as unjust as if an Earthly Industrial Company accused of using coercive methods against competitors, that is, monopolistic practices, were judged by the legal code of ancient Assyria in the time of Ashurbanipal.

STRUCTURE OF OUR AYUYISAA

The OEMII (HUMAN BEING) of UMMO enjoys on our Planet a greater freedom than that attained in any Nation of the Planet Earth known to us.

From the time he is a UUGEEYIE (child) he is considered the beneficiary of basic rights which IN PRACTICE are THE SAME FOR EVERYONE WITHOUT EXCEPTION. Only when the individual CONSCIOUSLY violates (And we have effective means of distinguishing compulsive acts from those activated by free will) his BASIC OBLIGATIONS or the mutual respect owed to his brothers does he deserve a sanction, and he atones for his transgression by docilely serving the community. Our laws are especially severe in those cases in which the foundations of the Social Network are violated.

All we brothers of our Planet are governed by three Supreme organs of government, whose powers reach various levels and fields.

THE UMMOAELEWEE 

A group ordinarily made up of four members of either sex.   

 THE UMMOAELEWEEANNI 

A group formed by 116 GEE YIE as the upper figure.

THE UMMOOEMII

A group made up of all the OEMII (Human beings) in full possession of their psychosomatic faculties.

It is difficult to summarize for you the degree of influence or competence of each of these organs of AYUYISAA (STATE). We have achieved so far a serene and very stable equilibrium of the Social Network, though of course it can still be described as perfectible, by assigning to each of them an attribution and some essential functions.

THE UMMOOEMII.  

The UMMOOEMII has the power to generate the Laws of our Planet. Periodically, each group of 12 freely self-selected inhabitants elects a representative (AOUIAOEMII) by open vote. In turn, 1728 of these elect by secret ballot an OUIAOEMII, who is assigned the right to propose bills for the generation or modification of UAA (laws) and to vote on them within the UAAYUBAA.

The UAAYUBAA (GENERAL LEGISLATIVE CENTRE OF UMMO) is a body located in the region of OAROO AAXAA, 3.62 KOAE from the great colony that bears that name, immersed in an enormous forest of NAANAA and OBUANAA (Large trees unknown on Earth, with heart-shaped leaves). All the OUIAOEMII live in the surroundings with their families, in XAABI (DWELLING Towers) distinguished by their yellow colouring. In the centre of the valley stands the metal structure of the great hemispherical building.

In fact you can compare our OUIAOEMII with the deputies or parliamentary representatives of the Earth, and such an affinity is plausible, since they too are legal representatives, freely selected by the AYUYISAA (Human group). But their functions and working methods differ from those of their colleagues on this Planet.

The UAAYUBAA in no way resembles the classic parliament chambers familiar to Earthmen. On the contrary, it is a true study Laboratory, equipped with connections or terminal equipment of the XANMO AYUBAA (Network of Computers that extends over the whole of UMMO)

THE OUIAOEMII are genuine researchers who work special working hours on these tasks of study.

Every day millions of sociological data from all over UMMO arrive there concerning the behaviour of all the brothers of UMMO. (These statistical data are collected by the XANMOO AYUBAA, but do not think that the brother of UMMO feels enslaved day and night by a kind of mechanical and merciless espionage that relentlessly records all his reactions, disturbing his freedom. This recording does exist. But neither are we aware of it as a disturbance, nor does the Xanmo Ayubaa record the names of the OEMII it analyses. For these calculating machines only the overall statistical figures count (No sample studies are carried out). Anonymity is perfect as far as they are concerned)

These data are therefore carefully computed and make it possible to assess to what extent a UAA (LAW) remains just (Let us not forget that Humanity evolves) and should be modified or cancelled. But these complex machines only provide calculation results. The final laws, the important decisions, must be adopted by the specialists. The machines present, among several possible solutions, those that suggest the greatest degree of statistical viability. It is then that the OUIAOEMII, perfectly informed, seriously discuss and vote on the decisions to be adopted. We shall give you an example:

There formerly existed a UAA (NORM), in the XEE (YEAR) 317 of our Time, by virtue of which UUYIE (GIRLS in the Puberty phase) who had not reached 17 Earth years of age, and who were affected by their OAGOOU (MENSTRUAL Period), should not be obliged to perform their usual study tasks during an interval which, above and below the instant of EIWOO  (Ovulation: its CRITICAL PHASE), WOULD BE ASSESSED AT:

- 1270 UIW

+ 2380 UIW

Since the studies carried out until then showed the consequent risks of provoking profound psychic alterations of a subconscious type in the future.

But on 317 / 26644  the new UAA was adopted, restricting these intervals.

- 1106 UIW

+ 1879 UIW               (1 UIW = 3.092 minutes)

As soon as the psychic and physiological data supplied for all the UUYIE (GIRLS) of UMMO revealed that the probability of such disorders occurring was lower. Of course that UAA has continued to be transformed up to the present. Today these norms are applied with different time intervals for each girl, according to her own personality and needs.

The UAA (LAWS) emanating from this ORGAN (UMMOEMII) must be obeyed by all the brothers of our UMMO, not excepting the four supreme hierarchs of the UMMOAELEWEE. 

An OEMII must never plead ignorance of the LAW, since, when he has doubts in certain specific cases, he has at his disposal a connection to the XANMOO AYUBAA (A kind of Network of Calculators), which advises him phonically and graphically on his civil rights and obligations towards the State.

THE UMMOAELEWEANNI  

On reaching an age which, translated into Earth units, amounts to 13.6 years, every child of UMMO without exception undergoes an analysis (the third of his life), more complete than the preceding ones, in a special centre for “psychological studies”. All his mental faculties are assessed, intellective as well as those of affectivity and neuronal structuring.  This diagnosis is not made by the psychometric methods usual among Earthly specialists. Except for the anamnesis that precedes any examination, the study is carried out by detecting a series of biological functions provided by the electrostatic and magnetic fields generated by the subject's nervous system (The method bears a distant resemblance to the electroencephalograms so well known to Earthly neurologists)

In this way a total of 120 children are selected whose UMMOGAIA DO DA (Psychosomatic Identification Formula) shows the features of great capacity (You would say: The individuals with the highest Intelligence quotient, or the most gifted or able).

These children, without discrimination of sex, are sent to a special ONAWO WUA (TEACHING Centre), where they receive a training appropriate to the transcendental functions they are to perform. There is no problem of maladjustment to this kind of study, since their selection was made precisely on the basis of such aptitudes. Alongside the higher studies of the UAA, Sociology, Psychobiology, etc., their special spirit of service to their brothers of UMMO is deeply instilled in them. They will come to have great authority and will be revered and respected by all the OEMII of UMMO; at the same time they must regard themselves as servants of the others; they know that a simple remark of theirs will provoke foreseeable reactions of submission in those around them, but they will be forbidden to humiliate them for the pleasure of feeling obeyed. In the ordinary circumstances of their lives, on the contrary, they must accept the most thankless and humble tasks of service. If they do not feel strong enough to adapt to this situation they confess it modestly, and are excluded respectfully from the group.

Once their training is concluded, whose duration is not the same for all its members, a new selection is made of four members who, because of their exceptional faculties, are to make up the UMMOAELEWE, as we shall explain later. Theoretically 116 members remain, who immediately go on to form the UMMOAELEWEEANNI.

This kind of COUNCIL has two prerogatives. One, the OMMOI DOOXOO (It could be translated as JUDICIAL); the other, to ensure that the balance of power in the GENERAL COUNCIL OF UMMO (the four members of the UMMOAELEWEE) is not broken.          

They ensure that the UAA of UMMO are respected, and they interpret transgressions of the UAA (LAWS), applying the appropriate sanctions to them. Their judicial function, however, has peculiarities different from those of the juridical-judicial body known on the Planet EARTH.

In the first place, to give a ruling in accordance with the UAA, they always rely not only on the testimony of the brother subject to their jurisdiction but also on the data provided by the XANMO AYUBAA. (Do not take this to mean that the XANMO AYUBAA judges. That would be so monstrous that it would enslave us to the very mechanical creations of the OEMII. The help of the XANMO AYUBAA, although much more objective, scientific and highly precise, you may liken to the incidental help of photographic cameras, fingerprint identification equipment or sound-recording devices before the Earthly courts of Justice. Such methods prove infinitely more impartial and exact than the testimony of human beings, who are fallible and perhaps biased by hatred or unbalanced affection.

Before going any further, Mr Campo, we wish to draw your attention to the fact that in the outline of our AYUYISAA we are giving you, brief though it is, you will be able to verify that its characteristics conform to the fundamental features of a legitimate state under the RULE OF LAW.

- There exists the RULE OF LAW as the expression of the will of all human beings, above even the highest organ of the Nation (THE UMMOAELEWEE), contrary to what is observed in totalitarian states.

- The LEGISLATIVE, JUDICIAL and EXECUTIVE powers are not subject to the same organ of command. In our case they enjoy total autonomy.

- and when we next give you a brief statement of our basic Rights, you will realize that FUNDAMENTAL FREEDOMS AND RIGHTS ARE GUARANTEED for all the OEMII of UMMO.

To this end, in the appendix that follows, APPENDIX (No. ), we try to contrast two summaries: First, the declaration of HUMAN RIGHTS accepted by the UN and finally endorsed, after centuries of intolerance, by the Roman Catholic Church. Second, our series of UAA protecting the OEMII, which, considered as a whole, can be likened to the earlier Earthly principles. You will observe that, except for certain peculiarities, the analogy is very significant.

APPENDIX

The political thinkers of the Earth who have developed the organic Theory of the State all postulate a Totalitarian structure of the State.

We can point out some of them to you, Mr Campo. For example CONRADO GINI in “Il Neo-organicismo”, Catania 1927, pp. 15 to 24; RENE WORMS, “Organisme et Societé”, Paris 1895; SERGIO PANUNCIO, “Teoría generale dello Stato fascista”, Padova 1939.

They conceive of the state as an ORGANIC body, establishing a naive and unscientific analogy with the Biological Structure of MAN. Thus, for example, the Principle that animates the National Organism is the “Soul of the People”; the circulatory System would be represented by communications and the nervous system by the transmission Network. The Heart would be the Stock Exchange of the Country. The Head would be represented by the Supreme Head of the State (Führer or Duce) and the Arms by the single legal Party (disguised under another name, since the word PARTY is repugnant to the Totalitarian State). The Head of State embodies the spirit of the People, and therefore his orders cannot be questioned.

The word ORGANIC appears profusely in all non-socialist Authoritarian states, that is, Racist or Fascist ones.

This conception of ORGANICITY is therefore incompatible with the foundations of a Legitimate STATE UNDER THE RULE OF LAW; that is why we warned you, Mr Campo, of the error you were making in your expression.

As several Earthly International Jurists specialized in POLITICAL LAW have expressed it: “The mere expression of ORGANICITY in a State places it outside NATURAL LAW. Citizens are then free to DISOBEY those who style themselves AUTHORITY, and all the members of the EXECUTIVE ORGANS of the NATION become mere criminals.

The late Roman Pontiff JOHN XXIII says in “PACEM IN TERRIS”: “For this reason, those magistrates who do not recognize the rights of Man or who trample on them not only fail in their own duty, but what they prescribe lacks BINDING FORCE” (Part 2).

And the SECOND VATICAN COUNCIL states: (Life in the political Community (Paragraph 75)) “In any case it is inhuman for political Authority to fall into Totalitarian or dictatorial forms that injure the fundamental Rights of Man”

and in the same paragraph 75: “let them fight against injustice and oppression, against intolerance and the absolutism of a single man and a single political party.

and AARON (James), in his treatise on POLITICAL LAW, says on p. 155: “All Totalitarian States, both those of Marxist orientation and those of fascist ORGANICITY, have powerful propaganda means for subjecting the people to a slow process of BRAIN “WASHING”. Citizens gradually and imperceptibly autosuggest themselves into believing in good faith that their rulers are respectable people, heroes in the service of the people, when in reality their character is in no way different from that of those gangsters who in the 1920s seized certain levers of power in the United States of North America.

This, Mr Campo, is the opinion of the most authoritative brothers of yours on Earth. As an intellectual you can draw the appropriate conclusions.
